REQUEST FOR EXPRESSION OF INTEREST (EOI)

PAKISTAN Balochistan Education Support Project CAPACITY BUILDING OF PRIVATE SCHOOLS IMPLEMENTING PARTNERS (PIPS) AND TEACHERS OF BEF SUPPORTED PRIVATE SCHOOLS

1.  The Government of Pakistan has received credit # 4203-PAK in July 2006 from the World Bank (IDA) for the Balochistan Education Support Project, and is utilizing a part of the proceeds of this credit through the Government of Balochistan and the Balochistan Education Foundation (BEF), for payments under contracts for "capacity building of private school implementing partners, operators (PIP), private school teachers and BEF staff."

2. The BEF is an autonomous foundation set up under the BEF Act of 1994, working as an apex body responsible for the implementation of this project. Under the 2nd component of the project 300 Private Schools are being established in the urban, semi-urban and rural areas of Balochistan through Private School implementing Partners. In the 1st and 2nd phase 140 private schools have been established in 20 districts of Balochistan. BEF intends to enhance the capacity of Private School Implementing Partners (PIPs) and teachers of private schools in the specific areas which include school management book keeping / accounting, monitoring & supervision, training & skill development of teachers to improve quality of teaching and students' learning.

3. The Balochistan Education Foundation now invites Expression of Interest from eligible individuals, consultants, public and private institutions and NGOs to be the technical implementation partners (TIPs).

5. Interested TIPs may also obtain prescribed format for EoI and additional information from BEF office during 0800:1400 hours on working days. Only short listed consultants / firms will be contacted to submit their financial and technical proposals on the specified request for proposals (RFP) format. The EoI should reach the address mentioned below by 1200 hours on August 12, 2008.
