Rural Schools Project - BEF

Pakistan Balochistan Education Support Project

Capacity Building of Community Schools Implementing Partners (CIPs), Private Schools Implementing Partners (PIPs) Parent Education Committees (PECs), Teachers of Community & Private Schools and BEF Staff.

1. The Government of Pakistan has received credit # 4203-PAK in July 2006 from the World Bank (IDA) for the Balochistan Education Support Project, and ins utilizing a part of the proceeds of this credit through the Government of Balochistan and the Balochistan Education Foundation (BEF), to payments under contracts for "Setting up community schools in rural areas of Balochistan".

2. The BEF is an autonomous foundation set up under the BEF Act of 1994, working as an apex body responsible for the implementation of this project. BEF has panned to establish 450 community schools and 200 private schools in second and third phase of the project. The project has three components whereas the third component of the project seeks to build capacity of various stakeholders such as Community Schools Implementing Partners (CIPs), Private School Implementing Partners (PIPs), Parents Education Committees (PECs), BEF staff and teachers of community and private schools and the BEF staff, Some of the areas wherein CIPs PIPs, PECs and BEF staff will have to be trained are: school management, bookkeeping / accounting, participatory techniques, gender, monitoring and supervision, project management, and effective delivery of services, Field staff of CIP will, additionally, be trained in social mobilization and in developing their skills to enable them to provide classroom based support to teachers. BEF staff will be additionally, trained in appraisal, monitoring and evaluation, financial and overall management. Training and skill development for teachers will include measures to improve quality of teaching and student learning and continuous in-school support to teachers.

3. The Balochistan Education Foundation now invites Expression of interest form eligible individuals, Consultants, public and private institutions and NGOs to be the technical implementation partners (TIPs) to provide the services mentioned above. This expression of interest is invited for the capacity building of CIPs, PIPs, PECs, BEF staff and teachers of the community and private schools for second and third phase of the project.

Interested TIPs may also obtain prescribed format for EoI and additional information from BEF office during 09:00-14:00 hours on working days. Only short listed NGOs will be contacted to submit their financial and technical proposals on the specified 'request for proposals (RFP) i format.
